Richmond is in the process of selecting a casino operator and a location for voters to approve or reject in the November referendum.
Six companies submitted proposals to build the Richmond casino prior to the Feb 22 deadline. The applicants include two American Indian tribes, the Pamunkey Tribe which is building the Norfolk casino resort and Alabama's Poarch Band of Creek Indians, which ownd the Wind Creek casinos. The other applicants for the Richmond casino are Bally's Corp, The Cordish Companies, Golden Nugget and Urban One.

After vetting by an evaluation panel, the Richmond City Council will vote on a final recommendation for the Richmond casino license. The casino plan will be placed beore the local voters in November.
If the casino plan is approved by Richmond voters, construction will likely start in the first half of 2022 and take 18-24 months to complete. A temporary casino may possibly open earlier to bring gambling to Richmond during the construction phase.

Bally's Corporation is a Rhode Island company that owns and manages 12 casinos nationwide.
Casino Location: South Richmond at the Powhite and Chippenham parkways (northeast corner).
Cost: $650 million including a $100 million advance payment to the City of Richmond.
Size: 1.6 million-square-foot complex with a casino, hotel and event center on 61 acres of land.
Casino Gaming: Gaming will include 2,500 slot machines, 90 table games, a 30-table poker room, a high-limit gaming area and VIP lounge.
Hotel: There will be 250 rooms with a spa, rooftop bar and restaurants.
Entertainment: Bally's announced an event venue, however details are pending.
THE CORNISH COMPANIES
'Live! Casino & Resort Richmond' Proposal
THE CORNISH COMPANIES operates casinos under the Live! brand in Baltimore, Philadelphia, Pittsburgh, Tampa and Hollywood, Florida. This casino will be named 'Live! Casino & Hotel Richmond'.
Casino Location: 17 acres of Movieland property at Arthur Ashe Blvd and West Leigh Street in Scott's Addition.
Cost: $600 million
Casino Gaming: The casino will be 250,000 square feet.
Hotel: 300 rooms
Entertainment: Live! Casino & Resort Richmond will have a4,000-seat event center,
GOLDEN NUGGET
'Golden Nugget Hotel & Casino' Proposal
GOLDEN NUGGET is a Houston company that owns casinos in Atlantic City, Biloxi, Lake Charles, Las Vegas and Laughlin.
Casino Location: The location will be identified later, however, it will be within miles of downtown and 20 miles from the airiport.
Cost: $400 million, including $70 million in donations going directly to schools and other community organizatioins.
Casino Gaming: The casino floor will be 93,000 square feet with 1,900 slot machines, 92 table games and 8 poker tables.
Hotel: The hotel will offer 140 guest rooms and 37 suites. The pool area will feature cabanas and a lazy river.
PAMUNKEY INDIAN TRIBE
'Richmond Resort & Casino' Proposal
THE PAMUNKEY INDIAN TRIBE has ancestral ties to the Richmond area dating back to 8,000 BC. The Pamunkey are building the resort casino in Norfolk. Last year the tribe submitted a plan to build a Richmond Casino in South Richmond, however, local residents oopposed it. This year the Pamunkey submitted a similar plan with a new location.
Casino Location: 5000 block of Commerce
The Pamunkey purchased this 24-acre site in 2019. The land lies beside the I-95 just south of the Bells Road exit.
Cost: $350 million
Casino Gaming: Gaming will include 2,000 slot machines, 75 table games and a sportsbook
Hotel: There will be 300 rooms with multiple dining venues, conference rooms and a rooftop pool.
POARCH BAND OF CREEK INDIANS
'Wind Creek Casino' Proposal
THE POARCH INDIAN TRIBE own and operate Wind Creek Casinos in Alabama, Pennsyvania and the Caribbean.
Casino Location: 1220 & 1260 Ingram Avenue
The location is near the Oak Grove/Manchester areas.
Cost: $541 million
Casino Gaming: A 100,000-square-foot gaming floor will feature 2,500 slot machines and 120 table games.
Hotel: The hotel will have two towers with 252 guest rooms in each tower. There will also be a spa, an indoor pool and a fitness center.
Entertainment: Wind Creek Richmond will have a 67,000-square-foot family entertainment center.
URBAN ONE
'ONE Casino and Resort' Proposal
URBAN ONE owns radio stations nationwide including Richmond. If awarded the casino license, Urban One would become the only majority Black owner of a casino in the nation. The casino will be named 'ONE Casino and Resort'.
Urban One is partnering with Peninsula Pacific Entertainment, which will manage the operations. Peninsula Pacific owns Colonial Downs racetrack and Rosie's Gaming emporiums.
Casino Location: 2001 Walmsley Boulevard, Richmond.
The location is Commerce Road and Walmsley Boulevard. This land is currently owned by Philip Morris.
Cost: $517 million
Casino Gaming: Gaming will include 1,800 slot machines and 100 gaming tables on a 90,000-square-foot gaming floor.
Hotel: The hotel will be named Legacy Tower and feature 150 rooms with 4-Star and AAA 4-Diamond ratings.
Entertainment Venue: Rise Theater will be 3,000-seat entertainment center with 200 shows annually produced in partnership with Live Nation.

Poarch Band of Creek Indians have joined the fight for the sole casino license in Richmond, VA. The tribe submitted a $541 million proposal to build a casino resort on the city's South Side.
Poarch Band of Creek Indians own Wind Creek Casinos in Alabama, Pennsylvania and the Caribbean. The Richmond casino would be branded Wind Creek Richmond and include a casino, hotel and family entertainment center.
The proposed casino is 100,000 square feet with 2,500 slot machines and 120 table games. The hotel has two towers with 252 guest rooms each plus a spa, indoor pool and fitness center. There will also be a family entertainment center.

Richmond receives four casino applications by deadline

Before the deadline closed last night, four applicants had submitted their proposals for building a casino in Richmond, Virginia. Here is the early information regarding the applications. More details are expected in the next week.

The next step is for an evaluation panel to review the applications and make recommendations. The Richmond City Council will review the recommendations and vote to accept one plan. The process will then move to a local referendum in November, where Richmond residents will approve or reject the casino plan. If voters approve, the casino will take 18-24 months to build.

Richmond casino will be selected from three proposals

Voters in Richmond, Virginia will decide in a Nov 2021 election whether to approve or reject a casino for their city. The casino proposed on the ballot will be selected by the Richmond City Council from multiple applications submitted by casino development groups.

Richmond casino timeline through 2023
December 7, 2020
Richmond is starting the year-long process to select a casino applicant and location for development of a casino resort within its city. Richmond was one of five cities authorized by the Virginia General Assembly to build a resort casino. Voters in four of those cities - Bristol, Danville, Norfolk and Portsmouth - approved plans local casino plans last month.
This week Richmond Mayor Levar Stoney announced the general timeline for the project from starting now until a voter referendum next year.
December 2020
A public survey began Dec. 1 seeking public comments and inputs regarding a potential casino resort in Richmond. The survey will close Dec. 14 and the results will be included in a Request for Proposal (RFP) document for interested applicants.
February 2021
The application process will open in late December and continue until February 2021.
Summer 2021
An applicant will be selected as the casino operator, and the casino site will be determined in the development proposal.
November 2, 2021
Richmond voters will approve or disapprove a referendum for the casino resort.
2023
If the referendum passes, the casino will take 18-24 months to build. The opening will be likely be in 2023. It could open as early as the end of 2022.

Pamunkey Indian Tribe proposes $350M Richmond casino resort

The Pamunkey Indian Tribe announced plans yesterday for a $350 million casino resort in South Richmond. The tribe will seek gaming authorization from the U.S. Department of Interior to build the casino under the federal Indian Gaming Regulatory Act (IGRA) rather than seek a commercial license from Virginia under pending legislation.
The Richmond casino proposal is the second for the Pamunkey Indian Tribe. The announcement follows 5 days after signing a land agreement with the City of Norfolk to build a $700 million commercial casino resort on the banks of the Elizabeth River.
The proposed casino site is 36 acres in South Richmond that are located on Ingram Avenue at Commerce Road with primary access from Interstate 95 at Maury Street.
Chief of the Pamunkey Indian Tribe, Robert Gray, made this statement:
'We are very excited about our plans to bring a great resort and casino to Richmond. Not only does this help fulfill the government's intent to use gaming to help us secure our future, but it will also be a great economic boost for the city of Richmond and its citizens.'
